Front Fence removal and replacement and low lying deck

We are looking to a bit more privacy for our house, it currently has an old cement deco front fence about 0.8 of a meter high, and both our bedrooms are clearly visible from the footpath and with a new baby it's way too public at the moment. We are either looking to have a new fence built, or have an addition added to the current one. We are also looking at having a deck between this new fence and the house. A new gate would also be required, but only for foot traffic not cars, it would need to be childproof as our is so close to a busy road we want to ensure the kids can't run out onto the road. We would also need to consider how much said new fence would affect the amount of light able to hit the front of the house.
