Pool ladder fence and gate

We have a Bestway 4.12m x 2.01m x 1.22m portable, above-ground pool. With the pool sides qualifying as a fence/wall, we just need a fence and self-closing and -latching gate to go around the ladder, as in the photo attached. As the pool will be on the lawn, we will also need some way of attaching the fence to the pool supports or to the ground or secure it some other way. Perhaps it could be carriage bolted to a sheet of thick marine grade plywood held down by the pool and extending out from ---
