Wall construction and cutting

I need a concrete block wall extended from 400ml to 1.5m (aprox) and a 2x2m (aprox) hole cut in an existing wall. This new work will create an enclosed area with the hole creating an access way. The new wall will probably require reinforcing at the bottom at a later date. The photo below shows what is currently in place. The low wall in the front is the one to be raised and the wall at the back to have the access way cut. The earth below the low wall will probably need to have a second retaining wall constructed to retain the lowered level. I am open to other ideas in relation to this. Thank you.
