Installation of aluminum fencing panels

Our property is on a slope with a terrace 3-4 m above the deck and house. We need fencing along the edge of the terrace for safety reasons. The length of the area to be fenced is roughly 20m. Fencing should be cheapest method that complies with Council regs. We considered aluminum panels 1.2 m high as the simplest method but open to other ideas.
