Move a 4m fence back towards the boundary and build small retaining wall

We have a fence on the corner of our drive way that doesn't run along the property boundary so we would like to move it. Its approx 4-5 meters long. We would also like to reduce it's height by about 30cm. A small retaining wall will also need to be build as the ground slopes. The height of the retaining wall is about 1 meter at one end and 0.2 meters at the other end. The timber for the fence can be reused but will need timber for small retaining wall.
