Alter gate to make pedestrian access

Wanting someone to alter the existing driveway gate by cutting out a section, leaving room for a hinge then welding in pipe to cut sections to make a pedestrian access gate. Also would like a pin welded to end of the main gate to go into concrete so it can be locked in place. The gate is approx 1m in height and the main rails are 40mm in diameter Need contractor to provide the pipework, hinge and bolt along with their time
