Install removable house barrier/ Fence

To protect the neighbor's house we want to replace the existing wire fence and install a barrier roughly 1m high ( to stop car doors or driving into it) square or round section that is sleeved into the ground so it is removable to paint/maintenance etc. This barrier is close to the house and is in gravel/base course. Total length approx 17 m. and would be ideally painted/powder coated.
