Build a fence - both wood and masonary

I currantly have a 1 metre concrete wall with 4 columns (1 at each end) and a small gate in the middle. What i want is for the columns to have the tops cut off, 80cm of height added and the tops put back on, and then and wooden picket fence to run along the top of the wall between the columns (about 9 metres altogether) and then a 1.8 metre high gate in the middle. Please dont contact me if you don't have masonry skills - i want a professional job as i have small children and safety is a top priority. I would like to have it done before xmas, but if that's not feasible then definately no later than end of Jan. Thanks
