Rotten Fence posts and Gate access

I have a fence that needs fixing. 5 posts (cemented into the ground) have rotted at their bases. These posts need to be replace. I'm guessing that some of the planks will need to be removed during this process…then reattached. Also, I have a gate in which access is v differcult. The original latch has bent so many times that is is now useless. I presently have a latch at the top which is very hard for people to open. People need to be able to put there hand in and open a latch? Open to ideas on that one.
