Moving steps and deck and bulging retaining wall

Since posting this job - and then closing it, temporarily, we have had EQC inspection and a postive response. It has escalated from simply a slightly bulging wooden retaining wall to the wooden deck slightly dropping, with concrete steps doing the same. The wooden fence is also opening up. Drains have been inspected and no faults have been expected. Consideration has been given to improving access from the communal car park. EQC is still to finalise but has given me the OK to seek quotes. Photos are in a previous posting but happy to send more to interested responders. Guessing at which trade is the most relevant and have ticked a few. 11 July - I am working my way through the respondents, a few at a time, for ease of site inspections.
