2 story fixed access ladder

I need roof access for solar maintenance. Looking at a two story vertical ladder fixed to a concrete block wall to provide safety compliant access to a flat roof. I imagine a ladder that starts about 1 metre above ground level, that then becomes caged from say 2.5 metres, and the cage extends say 0.5 metres above roof height to provide safety when climbing back off the roof. Possibly black powder coated. Would need to be installed too. See photo for location, rear of house.
