Exterior house repairs

Lower cladding of house needs refitting to weatherboards. Also need weatherboards repaired as they are dropping/splitting after being painted. Painter advises this requires a builder to fix but we are not so sure so would like a builders opinion. Photo shows what looks like blistering but it has split due to the boards dropping out of line We wouldn't need the work done until April/May ( before winter).
