We need someone with a digger that is big enough to unload 3 x 25000L (D3660 x H2880) plastic water tank from the delivery truck, lifting them over a one meter high fence . Excavate a 9.4m x 9.4m platform at final finish level of 198. fill it with 100mm thick crusher dust, compact it and place the water tank on top.
