Thrust conduit under ROW driveway for fibre internet

I own a house down a right of way on Birkenhead Av near the Birkenhead shops. The ROW driveway concrete is badly broken due to the neighbors trees and need to be replaced in time, as funds allow. So I'm looking for someone to thrust a conduit under the drive to have fibre installed, as Chorus will not thrust. The want to micro trench in the broken driveway, which means I will have to pay a significant cost to replace the fibre at a later date, when I replace the driveway. The job is reasonably urgent as the copper internet is soon to be disconnected.
