Contouring and laying topsoil for lawn

Two adjacent (recently subdivided) properties need a fall created (I.e. a swale) on the lawn for drainage leading to a sump at the rear boundary. Soil is clay and very badly draining. Probably about 10m long, but haven’t measured. Once cut we’d like some topsoil laid over the clay so we can lay grass seed. A site visit will probably be needed to clarify scope.
