Damp soil in crawlspace

Currently we have continuous damp soil in crawlspace 12 mths of the year. The house is on a slope however the level of the crawl space is below the soil line on the outside of the house. We are looking for a quick and cost effective solution. Currently there is no drains around the outside of the house and my gut feeling is the Because the outside soil level is above the level of the crawlspace water seeps through. This also causes damp air under house. There is no standing water and we want to fix the problem prior to the house going on the market..
