Building site-sloping section

I need to make a flat building site on sloping section- 8m from top to bottom; so need 1.5m slope then 1.5m retaining wall, then same again, then building site 80sm with 60sm living outside area, then slope and retaining x 2 to bottom of site-with two car park.
