Post holes for garden edge

I need approx 15 holes bored that are 400mm deep and 250mm wide No tractor access garden soil- no rocks We want to make a garden edge only one board high with a capping board. We can build wood work and concrete but need just the holes dug. I can remove the soil taken from the holes As soon as possible please
