break-up soil and remove tree roots

There are large street trees in the area which have taken over the soil in my front yard. I have a 27m2 area which needs to be dug up/over to remove the tree roots and make it possible to plant a garden. No soil removal is required - the aim is to remove the (street tree) roots / loosen the soil. Equipment will need to fit through standard gate. Job ready to start.
