Hot Water Cylinders (Electrical)

My secondary hot water cylinder seems to be on the blink. There is no hot water at the tap. But the 'out' pipe is hot. Maybe the element is stuffed? But maybe I need a new cylinder- ideally a small electric continuous flow as it only services the washing machine and kitchen sink. Access is tight ish.
