Setting up garage power supply, EV outlet, spa outlet and downlight replacement

Four tasks I’m hoping somebody can do. 1) our house has a garage which is located over the road on council reserve land. It has its own physical overhead connection to the power lines but is not currently supplied. I can’t find an ICP for the site or a meter serial number. My supplier suggested an electrician could perhaps advise how to get power to this garage. 2) Assuming it is possible to supply power to the garage, I’d like to install a high-amp outlet (16+amps) for EV charging. 3) The house has an outbuilding which is powered from the main house. It has its own fuse box. We want to put a spa in nearby so need to work out how to supply power to the spa. The model we’re looking at requires ten amps. Want to install a suitable outlet on the decking. 4) I have four down lights I would like to replace. The current lights are hardwired and the replacements have standard plugs.
