Change the power supply from single phase to a new 2 phase connection.

I have an existing single phase power supply that is connected from a pole on the street to the house see attachement. This needs to be changed to a new 2 phase connection for the purpose of getting an additional meter for the bottom section of the house. The power that comes off the street is connected to the side of the house as in the attached picture that cable then moves about 5 meters along the roof and then down from the top half of the house into what I call a dungone under the house backing onto the back of the house that is below the top half,. The power has already been split with the bottom section connected with a meter that is manualy read. As the house is a 1964 build I would also think that while doing the job that the powerboard should be upgraded.
