Internet Cable Replacement - 10th floor flat

I live on 10th floor of a 1970s block. Our internet is completely unusably slow. Vodafone have done some tests and the issue is between the ground floor and our jack (so they won't fix it). Unfortunately we are not sure when fibre is coming to our street. I would like you to give me a ball park / worst case quote to replace the cables. I've already had another company have a look but they refuse to give a dollar amount because of all the variables eg is problem between ground floor and the riser on our floor? Or is it in our flat?
