Provide ethernet connection to new Apartment from existing house

I couldn’t get Spark to allow a landline to the new build at 56 Waitakere Road (on our property, tenant’s responsibility) and have use of our internet service at 58 Waitakere Road (landlord’s responsibility). There is an unused blue water pipe going from new build (56) to our house (58). Can someone call to connect a Ethernet cable from 58 to 56 through a spare water pipe, about 20 meters long. I believe the cable can be “blown” through this pipe. Pic shows blue pipe on left at rear of wall. There is an electronics/wired board not far from this pipe inside the garage. I can supply a Wi-Fi router and/or a broadband D-Link DHP-W312Av which uses electricity cables to transfer the broadband signal. I can be available most weekdays if I have notice.
