Build an extension

We have a double garage with a concrete floor and it has electricity but not a water connection - however it is close to taps and the house. We would like a quote on two options. Option 1. Turn the garage into a kitchen, bathroom and washhouse - bild two bedrooms from the garage = there is a lot of room to do this so that is not a problem - would like one of the rooms to have sliding doors as we back onlt a lovely reserve. Option 2 - Kitchen, bathroom and washouse in the garage and build two bedrooms and a bathroom on top of the garage - not sure if this is possible but that is why I am putting this out. I would love some idea of the cost and would be happy at this stage with a ballpark cost please. Thanks
