Fluctuating lights dimming

Have had electrical work done recently and found the lights were dimming from bright to very dim throughout the lounge hallways lights and end rooms. Vector had to be called to turn off main at the road so we could have the main power switch replaced in the smart meter and the wiring behind it redone as was arcing and sparking. Since being fixed and expensive work paid for the issue is still occurring. If a sparky could please finally fix the dimming lights issue I would be eternally grateful, thank you.
