Problem in the valve of the hot water cylinder

This is my rental property. I understand from my tenants that hot water cylinder we installed a year ago is not working after the power cut they had earlier this week. It seems like the valve? is broken. This needs fixing so that tenants can get hot water again. I don't know the exact problem though. Please call me on my mobile to discuss further and quote.
