Replace Thermostat of Rheem Hotwater Cylinder 135L

Rheem 135L electrical hot water cylinder model 18T.135.13 manufacture date 22 Aug 2006 water flow is normal; water is not heated to come out of the cylinder; power tested normal to the cylinder; thermostat does not come out of power for elements. The thermostat was tested Power IN: normal, Power OUT: none. address: Brocas Ave Hillcrest Hamilton You can access the house anytime by keys in lockbox. Hope someone can help this job, replacing the thermostat. Elements are unlikely faulty but I can't exclude this possibility. Thank you.
