Help! Lights don't turn off even when switched off

I need two lights fixed, both on the same panel (where the switch is). There is constant power going to them even when off, it happened 1 after the other. The 1st one done it before I moved back and the 2nd one happened a couple weeks ago. Also my location is Rawhiti, about 30-40 mins drive from Russell, Rawhiti wasn't an option
