Blown lighting

The curcit breaker for some of the lights in the house blew. We reset te breaker and it blew again. On closer inspection of the down lights i noticed some of the wires comming from the roof into the lights look burnt . Would like an idea of what could be wrong and cost estimates (rough). House was built 1997.
