replace or repair cooking elements and check light fitting

The apartment has two fitted cooking elements one doesn't work at all and the other is very slow. This should be a commonly available unit as this apartment block alone would have over 300 of these elements fitted. I have attached a photo from the top and one from underneath. The fridge has to be moved in order to gain access to the underside of the bench top. Also the ceiling light in one bedroom blows the bulb when it is turned on.
