Installation of new front door

I have purchased a new front door and I am looking to have some install it for me. The current set up is an interior door that has been installed previously as a front door with a very flimsy locking system. I’m looking for someone to come and install the door and a new robust lock. The door also needs to be painted, however I’m not sure if I should have the door painted first or have the holes cut for the locks and hinges, then painted and installed. Thanks Brendon
