Wooden window frame repair

We have an (upstairs) bedroom window frame which needs assessing by someone with experience in joinery etc. At the moment, we can't secure a bedroom window via its hinges, so at best there's an 'out-of-alignment' issue, or at worst there may be problems with timber rot in the frame and/or sill which is where we need an expert's eye to give us idea of the work and costs involved and what the best course of action may be. The window stay may need to be re-secured or replaced. We are currently awaiting one quote from outside of Builder's Crack but as yet, the tradie concerned hasn't shown up to carry out his quote as promised....so this is our 'Plan B'....
