Warped Wooden / Glass door and rotten kitchen window

Hi Builders Crack, I own a property in Petone that failed a Healthy Homes assessment due to draught proofing. I'm hoping someone here can assist. Essentially there are two issues, there is a glass door from the lounge to a balcony, with a wooden frame that has warped / sagged over the years. This means the door doesn't shut completely and is causing a draft. I'm unsure whether a new door is required, or manipulation of the bottom of the door frame is required. The second issue is in the Kitchen where what looks like a small shard of wood is missing / rotted away from the frame of a window which is also causing a draft. I have the HH assessment notes that I can send via email also. I'm hoping someone may have capacity and are willing to go check it out - I can then arrange a time with the tenants and we can go from there. Looking forward to hearing from you. Thanks Andrew
