Wooden window repair and draught proofing

Hi I need a couple of old wooden windows repaired. Some of the putty on the outside has fallen off and the joints need attention. There is also a louvred window which does not meet healthy homes standards. Someone suggested that we remove the louvres and put a pane of glass in its place. I can d that for one side but I think I will need to put an insert opening window into the other side. Photos attached
