Repair/reinstall curtain rail anchors

The apartment we are renting has two large wooden curtain rails in the living room. The wall anchors for both rails are coming loose from the wall . There is some damage to the wall from the fasteners as pictured. The rails are also far from horizontal. Work requested is to repair the minor wall damage and re-hang the existing rails using fit-for-purpose fasteners. If it is more practical or economical to replace the anchors or rails with modern alternatives then we are open to this. Our landlord is based outside Wellington, so has asked us to arrange inspection and repair. She would need to approve a quote before proceeding and would be responsible for settlement. The job is non-urgent and timing can be negotiated. I may be able to arrange access via our building manager, otherwise I work reasonably close by so can pop home with moderate notice.
