Cutaway concrete around the backing gate center pole, potentially replaces center pole or re-sleeve depending on if it's broken or just loose from the degradation of concrete. Re-fill concrete, and re-attach gates. (another party could do the engineering). The old rotating washdown pole can be removed as is redundant.
