Create slope on concrete windowsills

Remedial work on some poorly installed aluminium windows. 9 in total. Want to cut/grind back the concrete window sills to create a nice slope for water to run off. Can this be done without removing the window first? Then ideally waterproof, paint and reseal to make them good - although I can do this as a separate job.
