Repair concrete patio

We need to renovate the entrance to our house, including painting the concrete steps. There is some damage (chips and holes) that we would like repaired before we paint. We're unsure how this should be fixed (e.g. skim coat of concrete, filler?). This is our own home so want to ensure the job is done properly. Please see attached photos for more details.
