Parking area Maintenance - Concrete or Asphalt

We need our parking area to be maintenance due to rain water flooding during the rainy season. floor seems to be below the driveway and it needs to be raised above drive way to avoid flooding. I am not sure which is the best way to put on the surface like concrete or Asphalt. please give me the best option and please note see attached photo
