Foundational leak

During rain, water seeps through the dirt subfloor ground and collects behind the concrete footing of my split level house. In heavy rain this ends up leaking into the basement. I need to find out the most cost effective solution to stop this from happening and to have a report for our Insirance company to accept the claim. Need to find out if it was the earthquake in nocsmner of the flood the day after the earthquake. 41 year old house - never happened before the earthquake
