Concrete foundation hillcrest room

A downstairs room in our house was flooded back in Jan. Flooring etc has been removed and we have discovered that no foundation was laid under the plywood flooring. I need soil dug out/removed from the ground under the wooden floor framing, then concrete foundation/slab put down and then floor laminate put on top.
