Fix concrete floor round shower drains, reseal concrete floor

We have concrete floor throughout our house. It looks like tiles but in fact the original slab was taped into squares and then a charcoal coloured layer of concrete applied over the top. The concrete has broken around the two shower drains in the master bathroom. Need to repair it (to a standard acceptable to a DCC inspector - we need this for the code compliance to be signed off - long story, house built 13 years ago). Also the seal has broken down - as you can see from the white marks. Want to reseal the whole bathroom floor.
