The cracks are noted from the outside of the foundation with no access available to assess these cracks from within the floor space. With the information provided it is unknown if these are quake-related and if they are quake-related, it must be noted that they will have been there for some 12-13 years without causing any problems. The remedy would be to have the cracks epoxy injected to restore the foundation to its full strength; this is a relatively straightforward process."
