Concrete prep for repaint

I have a concrete area that has previously been painted, which is now deteriorated and needs re painting. I would like this area prepped (perhaps ground back to take off the previous paint?) for me to paint it so it will last. (the spa can't be moved) I am after a quote on this please. The area is pretty much what you see in the picture. Cheers
