Dug up brick tiles & exposed pipe

I have recently hired a plumber to replace the pipe under the driveway to my house because of a leak - the plumber left the work unfinished after promising to return to tidy things up (after accepting payments). Currently the driveway brick tiles are in a disarray as they can't fit into the gap, and the new pipe is exposed above ground all the way from the road down the driveway. I have tried to contact the plumber who did this but he is no longer traceable. Really appreciate it if someone can please sort this out for me, as it's frustrating to the neighbours as well. Thanks!
