Basement damp proofing and small block wall to cover perimeter footing

The perimeter wall is letting water into the basement, between the slab and wall footing. The basement looks as if it's been taken to a lower level at some point, with a small wall covering the old perimeter footing. The water is entering where the smaller block wall is missing. Keen for someone to take a look and see if completing the smaller wall would help things.
