concrete repair

we have an old concrete building in the city and it is leaking on the front facade of the building into our apartment. there is a ledge that juts out on the front and the ledge carry's through to the inside of the apartment and is sitting under 4 windows that are permanently sealed so the water is coming in from the deterioration of the concrete.
