Scaffolding and cleaning of high ceiling interior

Small 1 bedroom house with wooden ceiling very mouldy and cobwebs but too high for normal tools. There is a mezzanine for half. The highest drop is approx 7m so scaffolding to 5m or so. We would like someone with scaffolding to set it up and wash ceiling eg with bleach or similar. The photos show it is not a large surface area, it is only the ceiling in photos (not other rooms).
