Repairing window sill leak

We have a leak in our bedroom window and the timber framing has rotten. We need someone to replace this rotten framing. You can see from one of the photos that half the wall is concrete block with the topside gib-lined (where the framing has been exposed is the top of the concrete section of the wall).
